'Cabardouche' is a French colloquial term for a brothel. Often to be found along busy roads: houses of pleasure.  This establishment likely fell victim to the economic recession. Or perhaps no suitable staff could be found? In any case, the building has been vacant for several years. In most places, it remained relatively well preserved, but in some rooms, the decay is very evident.
